The following is an extract from the Irish Prison Service Annual Report for 2004 which can be downloaded HERE (PDF-5.7Mb).


 

The main highlights of the Irish Prison Service Annual Report For 2004 are as follows:

  • There were 10,657 committals to prison in 2004, of which 47.5% were committals under sentence.
  • 8,820 persons were sent to prison in 2004 compared to 9,814 in 2003, a decrease of 10%. This reflected the reduction in the number of persons detained under immigration law. However, because immigrant detainees spend relatively short periods of time in custody, the reduction in their numbers had no significant impact on the average daily prisoner population.
  • The daily average number of persons in custody in 2004 was 3,199 an increase of almost 1% on 2003
  • 1,874 persons committed to prison in 2004 (17.6% of all persons committed) were foreign nationals. Of these 946 persons were held under immigration laws, a reduction of almost 50% on the 2003 figure
  • There were 5,064 committals under sentence in 2004 as compared with 5,314 in 2003, a decrease of 6.4%
  • The average cost of keeping an offender in custody in 2004 was 83,800 euro down 4,150 euro on the equivalent figure for 2003. This reflects the success of ongoing measures put in place to control prison costs.

Statistical highlights from Prison Service Annual Report 2004

  • Daily average number of persons in custody 3,199;

  • Total committals were 10,657 which represents a decrease of about 9.55% on the year 2003;

  • 8,820 persons were committed to prison;

  • 5,064 were committed under sentence;

    • 65% were in respect of persons aged between 21 and 40 years of age;
    • Persons aged 40 and over accounted for 16% of the total committals under sentence;
    • Persons aged under 21 accounted for 18% of committals under sentence, up from 877 in 2003 to 944 in 2004 - an increase of 7.6% for this age group on the 2003 figure;
  • 20.4% of the persons committed to prison were foreign nationals from a total of more than 115 different States.

  • The proportion of non-nationals in the prisoner population on any given day is 9.5%
