EXPRESSIONS OF INTEREST
PRISON VISITORS CENTRE – LIMERICK
The Irish Prison Service (IPS) wishes to invite expressions of interest from persons and /or organisations interested in providing a Prison Visitors Centre (PVC), in-reach and community liaison services in Limerick Prison, Mulgrave Street, Limerick. This facility will provide a hospitable, safe, caring and supportive environment for children and families of prisoners, some of whom are in a vulnerable state prior to and after a prison visit. It is envisaged that the facility will provide childcare services, play areas with arts and crafts facilities and support for families dealing with the impact of imprisonment. The service will be required 5 days per week Monday – Saturday (excluding Tuesday), 10am -12am and 2pm – 4pm.
It should be noted that the IPS is considering a 36 month contract on foot of this advertisement. If engaged, service providers will be subject to the terms and conditions of Department of Public Expenditure and Reform Circular 13/2014.

Individuals/Organisations are requested to provide the following
Contact Person and Contact Details
Description of the Individual, Company or Organisation submitting the Proposal
Track record in the provision of support services to children and families
Details of the proposed service provision
Qualifications, relevant experience of the personnel who will provide the service
Arrangements for co-ordination, training, supervision and quality assurance of the service to be provided
Proposed cost of the service delivery showing a breakdown for salaries, training admin overheads etc.
Assessment of Proposals
All proposals received will be assessed by the Care and Rehabilitation Directorate on the basis of the most economically advantageous tender taking account of the quality of the proposal and the overall cost of delivery.

A Service Level Agreement will be provided to selected individuals/organisations which will include, inter alia:
– Funding terms and conditions
– Expected outputs
– Drawdown of funding
– Reporting arrangements
– Oversight of the programmes by the IPS
– Engagement with prison management
– Compliance assurances e.g. provision of annual audited accounts, retention of accounting records, statement of assurance, tax clearance certificates
