A New Social Enterprise for Irish Prison Service Headquarters - November 8th, 2021

The Irish Prison Service is seeking an Independent Social Enterprise to run the catering services in the Irish Prison Service HQ, Longford that will train and/or employ people with criminal convictions

The Irish Prison Service is conducting a market sounding exercise to seek the level of interest and engagement from suitable operators to run catering services in the Irish Prison Service Headquarters in Ballinalee, Longford.

In line with the Irish Prison Service mission statement to provide rehabilitation for prisoners for safer communities, and the Department of Justice Working to Change social enterprise & employment strategy, the Irish Prison Service is seeking an independent operator to run the canteen that will meet the catering requirements of their staff while also providing training and employment to suitably qualified people with criminal convictions who have found it difficult to gain employment as a result of their previous criminal activity.  There is a fully fitted commercial kitchen in situ at present with both outdoor and indoor dining facilities. The facility is to be provided rent free to the selected operator.  In order to compensate for the limited footfall, the Irish Prison Service will allow the selected operator to use the kitchen for other purposes such as catering for external events, following discussion and agreement between both parties.  The building can be accessed from 7am to 10 pm Monday to Friday and from 8am to 2pm on Saturdays.

At this early stage, the Irish Prison Service will accept expressions of interest from social enterprises only, as permitted for this type of initiative under public procurement rules.  However, it may be determined that a request for tender open to all types of economic operators may be published arising from this process, with social clauses to be included in the terms of any contract offered.

This is a voluntary notice which is not governed by public procurement law or guidelines. The Irish Prison Service reserves the right not to follow up on this notice in any way and/or to change its requirements in any way.

The objective of this market sounding exercise is to get a clear understanding of the level of interest in the canteen/commercial kitchen facility to meet the catering requirements of Irish Prison Service staff while also creating a mechanism for providing employment for people who are distant from the labour market and to obtain feedback on the proposition set out in this document.
