New Strategic Pillar Introduced: Capital, Capacity & Organisational Readiness - February 24th, 2026

The Irish Prison Service is introducing a new strategic pillar, Capital, Capacity & Organisational Readiness, to guide the remainder of the Irish Prison Strategy 2023–2027. This decision follows the Mid‑Term Review, which identified overcrowding as the single greatest risk to the safe and effective operation of the prison system.

This new pillar supports our aim to meet current and future demand by accelerating capital delivery, expanding physical capacity, and enhancing organisational capability.

The aims of the new pillar are to:

  • accelerate delivery of the Capital Programme to expand accommodation and modernise facilities,
  • increase operational capacity to alleviate overcrowding and support safe, stable regimes,
  • strengthen organisational capability through workforce planning, leadership development, and role alignment, and
  • enhance governance and programme oversight to ensure transparency, accountability, and effective delivery.

Key deliverables include:

  • commencement of expansion and modernisation of the prison estate,
  • improved safety, stability, and regime consistency,
  • strengthened organisational capability through enhanced staffing and leadership, and
  • greater resilience to future demand pressures across the criminal justice system.

This new pillar integrates fully with the existing strategic aims of Custody, Care, Sentencing Pathways, Governance, and Human Resources. It reinforces our commitment to delivering a safe, modern, and effective prison service that upholds dignity, supports rehabilitation, and contributes to a safer society.
