Trial of Prisoner Inbound Telephone System - June 11th, 2026
From the Monday afternoon 15th June 2026 an inbound telephone system will be piloted in both the Dochas and Training Unit prisons for an initial period of 3 months.
The inbound telephone system will facilitate family and friends already listed on a prisoner’s outbound telephone panel to be able to ring in directly to a prisoner’s cell. This will enhance family contact and offer greater family and friend support to prisoner stability and prisoner rehabilitation.
It should be noted that only cells with the necessary infrastructure will be able to receive inbound phone calls and not all cells will be able to receive same.
All inbound telephone calls will be recorded and the inbound telephone system will be available during hours of lock up. The inbound telephone system will be linked to the prisoner disciplinary process.
The criteria for the inbound phone privilege is as follows:
- Persons dialing in will dial the number 0818385000 to access the prisoner inbound phone system.
- Family and friends will need to know the Prisoners PIMS Number as they will be prompted to enter that number when they dial into the phone system. It is up to the prisoner to share that information with whom they feel is appropriate.
- Prisoners will be able to receive a maximum of 2 x 10-minute phone calls daily from family/friends currently active on their outbound phone panels.
- Inbound telephone calls are offered as a privilege over and above any statutory minimum contact with the outside community. As a privilege it may be altered at any time. Efforts will be made to only reduce this additional privilege for misuse, serious breach of discipline, or confirmed risk and security reasons.
- Access to Inbound Telephone Calls may be reduced from 14 to 1 call per week for a significant breach of discipline for a defined period of time as part of the disciplinary process led by the Governor. A serious breach may include, inter alia: abuse of prison official, assault, positive drug test, abuse of inbound phone system, damage to cell, unapproved caller on inbound call.
- The agreed times for Inbound Telephone Calls may be reduced slightly prison-to-prison on the basis of specified operational need but will only operate within the following time ranges: 30am to 9.30am, 1pm to 2pm, 4.30pm to 5.30 pm and 7.30pm to 11.00pm. Note the last time of a permitted inbound call will be 10.50pm with system ceasing at 11pm.
- All inbound phone calls will be recorded for security purposes.
- No legal calls are permitted.
- All inbound calls to a prisoner must come from the number that is already listed on the outbound phone system for that caller. If a caller attempting to ring into a prisoner hasn’t their caller ID enabled the phone call will not connect.
- An announcement will be made into the cell to what prisoner the inbound telephone call is for. That prisoner will then have to enter their unique telephone pin code to access the call.
- The phone number of the inbound caller will be announced to the prisoner prior to the phone call commencing and the prisoner has the choice of accepting or refusing the inbound phone call.
- If a prisoner refuses an inbound phone call a message will be relayed to their caller stating that the prisoner has declined your call.
- If a prisoner is not in their cell to accept an inbound phone call a message will be relayed to the caller to say the prisoner is unavailable.
- If a prisoner has used their daily inbound call allocation a message will be relayed to their caller to say that the prisoner has used their daily allocation.
- The prisoner inbound phone system is a privilege and not a statutory requirement. At times the system may be unavailable and a message will be relayed to any inbound callers stating inbound phone system is currently unavailable.
- If you receive an inbound phone call and another prisoner accepts this on your behalf this will count as one of your daily allocation and could lead to disciplinary sanctions imposed for both. This will only happen if you share you phone pin number.
The times of permitted inbound phone calls for the 3-month pilot project in both Training Unit and Dochas Prisons are as follows:
